Time to Check Public Records
This is a great time of year to use public records in skiptracing your debtor. Too often overlooked, free resources are voter registration and assessor records.
First, as hotly contested as presidential elections are in recent history, voter turnout has increased and people want to be a part of the process. When they do, in order to vote in the proper precinct, they must register their physical address with the County Clerk or similar office. The registration is public record. Some election officials have this information online. If not, call their office and just ask.
Another good public record source is the personal property records held by the county assessor. If your target still is not on their feet financially, they may wait until the last half of the year (when they have to purchase their vehicle license) to pay their personal property taxes. Now, if you are nearby, you also can confirm the address with a drive-by because you know their vehicle.
While you are checking assessor records, it does not hurt to do a real property search as well. Then, if you get a judgment against them, it also makes a great lien.
“How Did You Find Me?”
We have heard that question more than once. I always chuckle when someone asks how I found them. To me, that sounds like they were trying to avoid being found.
One of my regular routines is check the court dockets from the courthouse. Fortunately, I still have a pretty good memory. I may not remember some personal things, but when I see the name of someone whom I have served a summons or who owes money, the red flag goes up. As a result, I check court dockets for "tomorrow" to see if any of my "friends" are scheduled to be in court. The reason I scan the next business day's docket is to avoid a scheduling conflict. This gives me 24 hours notice to prepare my trip to courthouse to politely talk to the judgment debtor in private.

Are you happy with your collection agency? Do they just acquire your accounts, enter them in a database and put them in a queue for some college kid to call the debtors to the point of harassment in hopes they will decide to make a payment…for now?
That is not what we do at Missouri Judgment Collections.
We have found that a small minority of debtors will step forward to make payments. They have that opportunity when we send out the initial letter to advise them we now have their judgment, what they owe, and that we fully intend on levying any assets we find.
After that letter, we immediately pursue finding assets. If the traditional collection agencies think constant phone calls are productive, they can waste their time with that. We will spend our time legally levying on assets without the help of the debtor.

Remember the Popeye cartoons when Wimpy never had any money in his pocket and he was always to willing to go in to debt to fill his stomach. Many of our judgment debtors may not have any assets today, but three months from now, six months or more, they may be in a better financial position.
Recently, I did a banking search on one of my judgment debtors. Bingo, there was a bank query in July 2008. When I pulled his file, I noticed I had previously checked for a bank query five months ago, and there were no hits.
If a debtor today is not in a position to pay toward their judgment, the sun may come out tomorrow!
